No clue about the first attribute point mission. I just stumbled upon that one and had no trouble.
For the 2nd one, are you sure you are far enough in the plot? The wiki says the mission is preceeded by Zen Daijun, so have you done that?

Thanks for the quick reply. I have completed both prereq missions to receive the quests. In fact, I moved on to the mainland and finished leveling to 20. I went back and the gates are still closed to me.

Have you spoken to the NPCs who give those quests? Raitahn Nem in Ran Musu Gardens and Zunraa in Seitung Harbor. Do the quests show in your log?
After completing the mission Minister Cho's Estate, the gate to the estate from Ran Musu Gardens should be open regardless of whether you have the quest, and you can enter the explorable whenever you please. To enter the Zen Daijun explorable, you must speak to the guard at the gate in Seitung Harbor, who will let you through any time if you have completed the Zen Daijun mission.
The only exception is that the guard in Seitung will NOT let you through if you have "An Unwelcome Guest" in your log and also have a non-Factions character in your party.

If I remember correctly, there is a gate gaurd in front of the gate. Talk to him and click on the option 'I've got business in this area'. That should do it.

Do you have any other quests active ?
It's not unusual in GW for this to cause problems, try finishing or abandoning other quests first.
Then go back to ran mushu and seitung and look for the quests again.

I have both quests active in my Quest Log. However, I did not talk to the guards to gain access, so I'll try that first. If that doesn't work, I'll try abandoning the other quest.
